CPU Overclock showing in Windows 10 but not on BIOS

So I have an Intel 2500K on Windows 10, and in the BIOS settings it is showing as running at its stock 3.3GHZ with Intel Turbo Boost disabled, but for some reason in Windows 10 it is showing up as being overclocked to 3.7GHZ and it allows it to reach 4GHZ when under heavy load.
 
Solution
That wouldn't be the issue since it won't make it go to 3.7 on all cores nor would it go to 4ghz. Optimized defaults or some other auto oc had to be on and manually changing settings turned it off.

How would I disable Speedstep? And will that solve the problem with Windows showing a highest clock speed of 3.7GHZ when the BIOS only shows 3.3

The only issue with it is that when on games when the CPU is put under a high load it exceeds 4GHZ and runs pretty hot, I am just concerned about how hot it gets, is there a way to bring it back down on how high it can speed up to?

It gets into the 90's, a better cooler would be an option, I am also curios as to why Windows is showing a max clock of 3.7GHZ when it should only be able to reach 3.3GHZ, even with turbo boost disabled
 
Speedstep has nothing to do with the cpu going above stock speed. Only turbo puts it above 3.3ghz and nothing but an oc is going to get it to 4ghz. This is not normal behavior. Are you checking speed from task manager? That gives false readings a lot. Do you have the mobo software installed? That will override bios settings and oc.

I trust CPUz's readings considering the temps your reporting. And you're sure all your OC settings are set to stock speeds? Like k1114 said, you won't get up that high unless something is either dynamically, or forcing the system to OC to that speed.
 
But speedstep doesn't go above stock speed. Turbo is the only thing that goes above stock speed and he said it was off. I think you missed parts of what he said if you say it's normal.

Do you have ai suite installed? Asus mobos are the most well known for auto ocing without people knowing. Is ixtu showing speed per core?

Temps are back down now I have disabled Turbo Boost, but both CPUz and task manager are showing 3.7GHZ even though it is clearly not running at that since the temps are back down to a reasonable level, about 71 degrees centigrade. So personally I think IETU is giving the correct readings

If he doesn't want his speeds to fluctuate at all, and just stay at what he sets it as in BIOS he has to disable SS as well as TB. If either of those components are still enabled, software or BIOS can change his speeds.
 
Check the other cores on cpuz and see if they are going up. What's the vcore going to?

Changing speeds isn't the issue, he wants it to not hit 90c. That shouldn't be happening even on the stock cooler at stock speeds with turbo on. Disabling speedstep will just raise temps at idle.

Okay, so all the cores are now only going upto 3.3GHZ which is what they are set in the BIOS and the temps are staying down under load, it is still showing them as able to go upto 3.7GHZ though
