Strange mobo USB ports sub-function issue

Hi all,

I am experiencing a very strange issue with all four motherboard USB rear ports. They look like they do not provide enough power or something. My USB Wi-Fi adapter (TP Link -WN722N) when connected to the rear ports, is recognized but either it does not find ANY network or, if it does (by plugging and unplugging the device many times in different rear ports) then it would rather find only my home's wi-fi network, when normally it should be able to see a couple of more in vicinity. On top of that, if i get it to even find my network, then the internet and download speed are quite slow and irresponsive. The device is quite functional because it works perfect when plugged to front panel usb ports or to my card reader.
I think it all started after several failed attempts to overclock my graphics card accomodated by several PC crashes. (do usb ports have short-circuit protection?) I remember me flashing a new bios version and the problem was solved, then came back again after a crash. Mouse and keyboard are quite functional when plugged to rear ports.
To the funny part: The Wi-Fi usb device works perfect if i use an extension cable between the device and the rear ports. It is NOT a signal issue. The extension cable is 0.5 m long, and i have tried moving the tower quite close to the router without any difference. I don't think it;s a connection issue either. Today i uninstalled USB enhanced host controllers (2 of them), and let windows re-installed them after restart. Voila!(not really) The device worked through the rear ports with the expected internet and download speeds. If only that would last for more than 10 or 15 mins, after when it came back to sub-functionality. Have i fried any usb circuitry? If so, why the heck would the device work when using an extension cable?

CPU: i5-3340 (3rd gen-Ivy)
GPU: Sapphire Radeon RX460 Nitro 4gb
RAM: 10gb Kingston 1333 dual channel

Any thoughts are welcome. Please do not provide alternative solutions. My problem is i want to know why this is happening!
P.S. I have disabled usb power control though control panel power & energy management

Same symptoms. Adapter gave 2.5 Mbps out of 6.5 which is my standard download speed. From times to times it gives me a spark of normal download speed that vanishes right away like it is truly unstable. I cannot still determine whether this is a hardware or software related issue. The fact that the adapter becomes fully operational by plugging the extension cable is dropping my jaw. Could it be any compatibility issue? This mobo supports only USB 2.0. Wi-Fi adapter says it supports USB 2.0 and USB 3.0. What would the cable be then?

 
UPDATE:
I tried connecting different devices to all mobo usb ports. Even an external hdd drive that i had as spare worked perfectly at all ports. So to me it does not look like defective usb ports at all nor a driver issue. Had a check for corrupted files in my Windows and there were some errors that windows could not recover. Given the above, and provided that the Wi-Fi adapter works well when connected to an extension cable then, either there is significant interference from the case, or it is an OS error. Since the title no more corresponds to the real problem i am marking the post as solved.
