Startup issue - Sometimes cant open anything

I start up my PC only to find that little works. The taskbar wont do anything and icons wont highlight when i hover my mouse over them. Keyboard shortcuts like Ctrl + alt + delete work but when i went to look at task manager the window is again unresponsive, this seems to end with my pressing the power button and manually restarting it once or twice to get it to work. Could this be to do with a program called program in my start up files?

Running on windows 10 with a gtx 970, intel i5 6600, 16gb ram and a msi gaming motherboard.

My pc was acting very similar. Packard Bell M5800 with Win10 Home Edition V1703. After startup the internet icon, Folder icon, and Store icons were all missing. Task manager came on screen but not responding. Although the mouse would move it would only open shortcuts to my flash drives. The only way it would work was to hold down the power button and it would then shut down. Turn on again and it would load everything perfectly. I have since disable signing in at startup and it now works every time. Touch wood. Hope it`s of some help.
