High CPU temps while idle no reason

Hello ! I have a Gigabyte G31M-ES2C have the most up to date BIOS
I was having a very high cpu temps while idle (from 70 C to 90 C) for no reason
tried cleaning dust, changing psu and fans and restored BIOS defaults still high as it is.
I have an Intel Pentium 4 631 cedar mill.
What should I do now ?
 
Are those temps from BIOS or some software?
Use different temp monitoring software to confirm that it is real problem and not software error. Next step is to check if your CPU fan is working (and at that temps it should be already running at full speed). Then check if cooler didn't got loose on CPU (you should not be able to move even a bit if properly set). If all seems correct so far, the last step is remove cooler, clean old thermal paste from both CPU and cooler and apply new paste.

The temps are from BIOS, Easytune6 and hwmonitor. They all give the same temps (70 C to 90 C)
Checked my CPU fan :
- working at 2100-2400 RPM
-Checked if it is loose. It's properly seated
About the last step...I have just done that already from an hour... got a new PSU (500w) and a new fan...replaced the old thermal paste with the new one...still high temps...

The problem started from a month and I was just ignoring it (idle temps were 45-60)
From a week my old PSU fan started making noises and idle temps raised to 70-90 so I changed it today and still the problem persists.
