I haven't tried to see if there's any resistance when the PC is off. But the front case fan works just fine. I'll try comparing the resistance of the front vs back.

Yep, it seems defective. When I give a small tap to the front case fan, there's hardly any resistance. When I give the rear case fan a tap, it's more resistant. I'm assuming it's a faulty case fan then. Thanks!
