CPU - i5-4690k
GPU - GTX 970
MOBO - Z97X-SLI
1TB Seagate blue HD
16 gigs rip jaws 1600 RAM
PSU model number - ATM-600FB

This problem has happened once before about 2 weeks ago, when I turned off my pc and the next day I turned it on like normal the monitor says dvi no signal. I got it to work last time by resetting the cmos but it was weird because I did that probably 10 times and it finally worked. This time I have had no luck in fixing it is also tried removing the battery. My mouse doesn't light up but my keyboards lights are on. I'm all out of ideas and typing this on my phone is giving me a headache.

Edit - When I turn my monitor on my gpu fans stop spinning and start again once my monitor turns off.

Edit fix - I removed All four RAM sticks and gpu turned it on and let it loop a couple of times then I put everything back in now it works fine.

your fans are normal, you may have a dodgy dvi connector or the gpu has reached eoi. connect to the hdmi port of the gpu and see if theres a output.try connecting straight to the motherboard igpu and see if the gpu is at fault. the mouse is normal because the bios doesnt require the mouse.

@Ilikecomputersandicannotlie My connections are good but I just noticed that my gpu fans stop spinning when I turn my moniter on and the turn back on after it goes off. I tried the dvi and hdmI with both the MOBO and gpu but no display :(
