Steam Slow Download Speed (Disk Usage)

So steam suddenly decided that it doesn't want to install my games at least not in any hurry. My download speed is at 2.5MB/s however my disk usage is topping at 300KB/s it says it'll only take 19mins however it's said that for the past 3 days bearing in mind a few days before it was happily running equal to the download speed, I'm installing to an M.2 never an issue before. It's really starting to piss me off. BTW windows 7 ultimate, 12GBs ram, 4790K, asrock z97 extreme 6.

Before we start I have already solved this and I am posting this here as a reminder, note to self and aid to the community.

Now I have found this error to occur when I've freshly installed windows 7 and the first load of updates start to come in, eventually I get the error code above and my updates are failing, furthermore any local program updates like steam, origin, adobe, java etc. also fail as a side effect and are also hints towards this issue. Below are the steps I took towards fixing this issue.

Step 1: Windows updates>change settings>Tick give me recommended updates the same way i receive important updates
Step 2: Windows Updates>Check for Updates (Note: the number of updates should have increased).
Step 3: Click install.

By suddenly do you mean this is only a now issue, or that this is the first time you are deciding to and this is the result?

What is your internet speed? How fast can you download the material?

Have you downloaded the necessary material and are waiting on your drive to write it?

What is your drive?

guys I need your help I'm seconds from putting my foot through this thing, this might be linked but my downloads are failing in adobe updater, and when I went to see if i needed a windows update, it searches windows update forever, the loading bar is just going forever.

Step 2: Windows Updates>Check for Updates (Note: the number of updates should have increased).
Step 3: Click install.
Step 4: Restart your PC through the start menu
Step 5: Repeat steps 2-4 until no more updates can successfully be installed (note: you will always have some unsuccessful installs, continue until none of the installs succeed).
Step 6: Click optional updates and install all updates under the Windows heading.
Step 7: Repeat steps 2-4 to bring your PC up to date

Steps 1-6 fixes the side effects, step 7 eventually removes the error from Windows Update
