Fallout 4 Low FPS on High end rig

Recently while playing Fallout 4 I have noticed that my FPS is not as it should be for my rig. I have put everything to medium, turned god rays off, and AA off, but I still get at best around 40, but mainly 25-30 fps.
Specs
CPU: I7-6700k
GPU: Nvidia 1070 8GB
Ram: 8GB
OS: Windows 10

Are you playing at 1080p?

Anyways try the following. First uninstall your current video drivers for nvidia. Then download a program called ddu. Open that program, reboot to safe mode, and then select the option to clean and shutdown (for new graphics card). Once the program finishes and the computer is shut down. Open your case then take the gpu out of the pci e slot. blow it and check for dust and clean appropriately. Firmly place the gpu back into the pci slot then make sure all the wires are secured properly. Boot up the pc, go to nvidia's website, and download a fresh set of the newest drivers. Install and your system should be working just fine now.

I agree with most of that except I wouldn't recommend blowing on your PCI slot. Use computer duster if you must but really you just need to make sure it's seated properly and any 6-8 pin connectors are fully plugged into the PSU.
