Windows Explorer broken and Severely slow internet on sole computer

My computer has been slightly broken. I cannot open anything on my desktop, and when I try, I get the "Windows Explorer is not responding". If the item or application is on my task bar, it will open flawlessly. I need help solving this problem along with the fact that anything I open is receiving minimal amounts of internet connection. Any other computer in my home will load up a YouTube page in seconds, whereas my desktop loads a YouTube page in record time at 10 minutes. I unfortunately can't wipe my hard drive because I no longer have my Windows disk (i know, i'm stupid). If there is anyway I can fix this and hopefully save my computer, that would be phenomenal. If you need any of my computer specs or any extra information regarding my desktop computer, feel free to ask. Thanks in advance
 
1) run Memtest86 for a full pass www.memtest86.com
- may need to change BIOS boot order or just point to the USB stick from the quick boot in BIOS

2) run SSD/HDD diagnostics (optional)

3) do an "In Place W10 Upgrade" (if W10)

a) start W10, then open the W10 Install Media (if you don't have it ask how to get.. MS media creation tool.. )

b) run "Setup.exe" from the W10 media

c) when prompted choose to keep all APPLICATIONS and DATA

d) this will install W10 to W10 (same as W10 to W8 so it's replacing many of the core files)

4) STUMPED STILL?
If so, plan carefully and do a Clean Install of Windows. I recommend buying another drive, or using a spare drive so you can KEEP the existing drive to recover files.

If no SSD maybe this is a good time to buy one (like Samsung). Then later you can FORMAT the current drive and use it for secondary storage.
