How to make overclocked cpu's slow down when not being stressed?

I am currently exploring overclocking because my performance in some AAA games has been disappointing.

I am at 4.4Ghz so far and i am just curious, is it possible to slow down your cpu's speed while browsing youtube and such?

if using windows you can edit the Processors minimum speed in power options so it can go as low as 5%

go to power options
select change power plan settings for the plan you are running
choose change advanced power settings
under processor power management, set minimum processor state to 5%
