I want to buy a ups but I am confused.

According to outervision psu calculator my load wattage is 429W and recommended PSU is 479W, my psu is 650W. It also recommends a UPS rating of 800VA. Would the Somotec ITY-TW010B-AU 1000VA (700W) UPS be enough? And is there a real risk in buying a secondhand UPS? The local doctor is selling it ahaha

Choosing UPS rating, it is better to use the max load (429W) and not the max rating of your PSU (650W).
Your max load is 429W or estimated 650VA (using 0.7 power factor).
You should be ok using 650VA UPS or higher.

2.
Choosing backup time. Pick anything that can hold at least 10 minutes, so that you have enough time to shutdown your PC properly.
Higher VA rating does not always mean longer backup time. VA rating is mainly only for the max it can support.
Many made mistakes about this.
If you want longer, you can buy extra battery bank, if the UPS is upgradeable for this.

I would recommend only to get UPS from wellknown brands like APC. UPS is suppose to protect your PC not destroying it. Cheap no-name UPS could destroy your rig.
Socomec/somotec ITY-TW010B-AU 1000VA? I have no idea. I have never heard of this brand. I also somehow can not find the technical specification for this.
Second-handed? I am not a fan of second-handed UPS. Even if the lectronic is still ok, the battery should be already weak or needed to be replaced.
