Is my PC under performing or getting bottlenecked

I just built a PC but i feel like my pc is underperforming while in games

And i get a lot of stuttering issues

Specs :
Intel i5 6402p
Zotac GTX 1070 Xtreme Amp!
8GB DDR4 RAM 2133Mhz
1080p monitor
Asus B150M gaming mobo
4TB WD HDD

i have downloaded a few games like WatchDogs 2 , Witcher 3 , Wildlands, Fallout 4, Rise of Tomb raider..
Witcher 3 : totally maxed out : 60FPS locked
Watchdogs 2 : ULTRA - TXAA x 2, - 30-45 FPS
Watchdogs 2 : Lowest - 40-50 FPS
Tom CLancy Ghost Recon Wildlands : Ultra - 50- 54 FPS [lots of stutters]
Rise of Tomb Raider - Ultra - SMAA - 47- 60 FPS

whenever i generally operate the system sometimes performs slow
Please help !

Ubisoft and ghost recon wildlands need to be on the same drive to rid the stuttering problem (put both Uplay and wildlands on your ssd, it will run and load up SO fast). Other than that, I'd say your fps is right where it should be with a 1070.

while running ubisoft games mentioned above usage is 100% .. otherwise somewhere around 65-70 %
Dues Ex Mankind gives me a solid 60FPS at Ultra MSAA turned off !!
and speaking in general .. whenever i open task manager.. the task manager freezes fr like 10-20 secs
