All tests / pings are good, but browsing and downloading extremely slow to non-existant

I have literally tried everything I could find on the internet, but nothing seems to work.
Examples of what I've tried and the results:
bredbandskollen.se (Swedish version of speedtest, as speedtest won't load for me) - 30mb/s download 6mb/s upload
Pingtest.net - 32MS 0%Jitter
I also asked my ISP about it, and they said that from their side, it looked fine, so it's most likely from my side (either router, or something connected to it)
Tried flushing DNS, and other Cmd commands, without success.
Tried resetting the router / computer and hardresetting the router aswell, no luck there.
When I logged in to World of Warcraft, my ping was as it usually is (around 30-40ms) but when I tried downloading Java for the Pingtest, it hasn't gotten past 5 MB in the past 30 min.
I have also tried changing the wire I used to connect to the router, I tried using my phone to download an App (same slow download speed there aswell) and no luck.
I have also spent the last days googling around for the symptoms and tried what people said would work, without any success. This is a real mind-bender so if you are willing to help me, i can provide the information you ask for, provided you give instructions on how to retrieve them.

If you have any solution to this, or know of any way to fix it, please let me know, as a last resort I would be able to call my ISP and ask them to send a technician, but I would rather not, as it's shitty expensive.

Quick Edit: I have also run Ccleaner, all available options for it to run, aswell as Malwarebytes and ADWcleaner, issue still remains.
I don't know if it's the cause, but it started getting wierd after I ran a program called "Advanced System Care" and the available option of Speeding up internet, it supposedly changed some TCP / IP things , or something similar, but after the internet got wierd, I did a system restore to a point before i had installed the program. Hopefully this helps a bit too.

What make and model router do you have?

Check to see if the router has any logging capabilities and, if so, are those enabled? Enable and check.

Also use Task Manager, Resource Monitor, and Performance Monitor to observe what your computer is running and doing - especially when browsing and downloading are slow.

The objective is to narrow down the the possibilities.

It has logging, I'll link screenshots to this response.
Task Manager etc, shows no increase in Network, it's always less than 1% even when downloading (wierd).

I don't know how , why or what happened, but now it's working as it is supposed to again!
I don't know if something got reset, or anything, but I restarted the router once more, because I got connectivity difficulties, just power off, and power on, and it's working now (Praise the sun) !
