First get a z270 as the z170 may need a bios update. You need a much better PSU as that 1080ti is bit more demanding. I also see the water cooling that again you need a better grade of PSU to handle overclocking to that degree.

You need a Z270 motherboard to support kaby lake.
Z170 support kaby lake too but require a BIOS update prior, so impossible to update with a kaby.

230mm fan not supported, only upto 3 200mm fans.

MUCH better power supply needed

The brand of the PSU is not reputable. Pick up something from EVGA, Corsair, Silverstone, Seasonic, etc.
 


Quality wise there are PSU made with the best parts that can handle more demanding workloads like overclocking. Parts like capacitors that can handle higher temps without issue. The one you pick is more for standard stock performance. Tomshardware has a PSU teir list for a guide. The EVA 600b is teir 3 which isn't very suited to overlocking. On the other hand the one I suggest is a tier 2 with better parts. This link will explain the issues in better detail.
