Can I delete the default files on my external HDD?

I've recently purchased an external HDD.

When I plugged it in, I saw that it has some files on there by default, my question is if they're safe to delete.

I'm talking about the files within the red box (check the screenshot).

For the very small amount of space they're using I would leave them be.
Two of those files give you a custom drive icon in Windows Explorer so you can identify that drive at a glance.

The warranty document, as already mentioned, should be saved anyway, and the Start_Here executable may contain some useful info, and if it's doesn't, that's the only one I would delete - - it definitely isn't required for the drive to work, (none of them are).
