Homebuilt PC having issues starting up

I'm putting together a new computer, but it's having a lot of issues starting up. At first it wouldn't show anything on the screen until I took out one stick of RAM. Then it will start up briefly before shutting off and turning back on in a constant loop. I figured it must be something with the power supply. I first unplugged everything but the RAM, SDD, and HDD, but it still wouldn't continue past that. So I switched it with my friends for the moment. It starts up meow, but after some 30 seconds, it freezes. I could move the cursor, and the line in the input box for my password would flash, but I couldn't type or click on anything. I re-booted to the BIOS and waited, but it didn't freeze up at all.
Next I tried getting a USB boot disk to reformat windows, but the same error happens when I boot from the USB. After a short time, it will show the windows logo and the spinning ball loading screen, but it never goes anywhere.
I'm unsure where to go from here to solve these issues

OS: Windows 10 old installation on SSD and extra HDD

Solution
Try running the board out of the case.

Asrock boards have a reputation of flexing causing all sorts of odd problems.

Also, check the CPU for bent/damaged pins.
