GTX 1050 ti not support 4k games and video?

i have GPU asus gtx 1050 ti strix oc 4gb but when i open mv in 4k resolution it so lag, it's that mean GTX 1050 ti not support 4k video ?

i'm using
Intel i5 4590
8gb Ram ddr3 1600mhz hyperx
asus h97 pro gamer motherboard
window 10 pro 64bit

4k signal to a VGA adapter to a non-4k monitor will not play well. At least need to use a direct HDMI/DP/ connection, should clear up any slowness. VGA can't run 4k resolution.
It supports 4k video playback just fine.
You have to use appropriate video player for that (one that can use dxva) or else all video processing is done by cpu.
Try Media Player Classic Home Cinema.

yes, maybe the problem because i'm using dvi to vga converter ?

A lot of Video Players on PC are asss when playing 4k, the Video Player I have successfully used is called MPC-HC.
I tried atleast 5 different Video players, even VLC which has never ever failed me.
