My pc is turning various colors and is not working anyone help?

I recently built a pc with a GTX 1050 but after trying to overclock it the system boots, but the screen turns solid one color And looks like a Bsod but is not always blue. Has anyone ever had this problem before?
 
Solution
You shouldn't need increase power limit, as it have no effect unless you are hitting limit, and increasing core voltage is needed only for quite high overclock. And no, you cant oc without some program, most manufactures have their own, so you can try that.

No, I'm using precisionx but after restarting, when I open a program, it seems to make one average color of whatever I'm trying to open and the whole screen stays that color. Like to open steam, the color would be the gray-blue of steam.

I realized my problem is that I didn't increase the power, is there any way to change the Gpu's settings without using something like precisionx or Msi afterburner?

Thank you! I realized that yes, I put the core clock too high, but thought of booting in safe mode and uninstalling the program that used to oc. So I overclocked the core too much but is now fixed!
