should i wait for zen s5 processor or upgrade to i54460 now from i3 4150 ?

i cannot wanna spend too much. i just want to upgrade my processor so i5 4460 now or ryzen s5 later and stick to i3 4150 my full specs are
processor core i3 4150
motherboard gigabyte ga-h81-ms
ram kingston 2*4 gb
hdd 1 tb seagate barracuda
psu corsair vs 450
gpu r7 250
case intex gaming m-atx
samsung dvd rw
i also want to upgrade gpu which gpu to buy with later wanna upgrade to i5 or fully upgrade to s5 im tight on budget i can spend 15000 indian rupees to buy gpu

Either will be a nice jump over a R7-250.
RX470 is considered stronger.
It also needs a 450w psu.
GTX1050ti will run on 300w unless it is a highly overclocked version that needs aux 6 pin power.
If your main use is for batch multithreaded apps, then a I5-4460 might be a decent upgrade.
When all 4 threads are fully utilized you get a passmark performance number of 6647 vs. 4902 for the i3-4150.
But... if your use is for gaming, the I5-4460 is more of a sideways move.
Few games can utilize more than 2-3 threads and the important part is single thread performance.
For that, the i5-4460 is actually a bit slower, 1947 compared to 2022 for the i3-4150.

Nobody knows what ryzen s5 might bring nor what it will cost.
Moreover, ryzen will require a new motherboard as well as ddr4 ram.

If your use is for gaming, your likely best upgrade would be to a better graphics card.
Here is a test for you:

Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

R5 would probably be a better long term investment. Though of more immediate use would be the new GPU.

Given your budget, not a whole lot you can do towards a new motherboard/ram/CPU and a new GPU.

RX470 would set you back around 13000, and 15000 is the rough cost of an i5 alone.
