intel i5 4670k at 1.38v safe?

That's high, really high. 1.3v seems to be the accepted safe max but opinions do differ. Mines on 1.29v @ 4.3Ghz, might hit 4.4 if I went up to 1.38v but I'd expect the life of my cpu to be significantly reduced for an undetectable 0.1Ghz
Voltage is generated from within the cpu that causes heat. You could have the best cpu cooler in the world, but if you exceed max safe voltage, you can degrade the life of your cpu quickly. The cpu cooler simply dissipates heat. Unlocked K sku's are designed for overclocking so as long as you stay under the specified max voltage for your particular cpu you should be fine. This is especially true if you do not run your computer 24/7.
