New pc upgrade running weird/slow/unresponsive need help!

I recently upgraded a bunch of my parts on my pc after my old graphics card died. However, it has been running weird/slow ever since I reinstalled windows for the new motherboard.

I say weird/slow/unresponsive because it is not always like this. When I first start up the pc it is fine, however whenever I try to do something utilising the internet, it will become slow or unresponsive, forcing me to restart the pc again as I can't even force kill the program in task manager. This usually happens when I'm on steam or chrome, and usually doesn't instantly happen. It usually takes about 1-2 minutes of using chrome for it to trigger.

So far I have: booted in safe mode (worked just fine for the 20 minutes of using chrome that I tested), turned off ALL startup programs (didn't help), reinstalled the entire OS (didn't help, happened before and after, though it took a while before it happened after I reinstalled it).

I'm usually decent at googling for help, but I am at a loss on this one, as I don't even know how to explain the problem really well.

i5 6600k
16gb ram
Msi gaming z170a mobo
128 go Samsung ssd(has OS/other stuff on it)
2x 1tb hdd
