(HELP!) GPU and CPU Usage dropping during gaming causing extreme fps drops.

Hello, I find myself often reading other peoples issues on this forum in order to fix my own, but then it dawned on me that maybe I should try for myself.

I recently bought an EVGA Superclocked gtx 1070 card from Best Buy for my rig. It looks great a performs well (most of the time). Here is where the issues sets in. For some reason whenever I play Ghost Recon Wildlands, my fps will drop to zero basically and freeze every so often. And by every so often I mean maybe 10-20 times an hour. So, I started monitoring my temps and usage. My temps are typically 55-60c on my gpu at high settings on the game. My cpu temps are always 40c or less. My usage percentage for my GPU is typically 90-100 percent. Where as my CPU usage will be around 70 and it depends on the area I'm in (can sometimes go higher). It used to just be ghost recon (and mostly it still is) but I've noticed that i get random frame drops while playing League of Legends as well (which didn't even happen when i had a 970).

I've tried raising my temp and gpu power limits to allow for extra head room. I've searched on every forum I could find regarding the matter and can't figure out what the issue is. Here are my specs.

CPU: Intel i7 6700k
GPU: EVGA superclocked gtx 1070
PSU: Allied - AL D500EXP a 500watt psu that has dual 12v railing which carry one 16 and one 18 amps in either railing (upgrading my psu to a corsair RM750x because I feel like that may be the problem).
One AIO cpu cooler by corsair: h100iv2
4 fans: 2 radiator exhaust, 1 rear exhaust, and 1 front intake (cooling is really good from what I can tell)

So, I just need help figuring out what is wrong and any help would be greatly appreciated. Is my mobo over heating (don't think it is), is my cpu bottlenecking my gpu (also don't think it is), is my PSU to cheap and needs upgrading (what I'm leaning towards), is my ram not housed correctly, is my brand new GPU defective, is my MOBO not good,??? I feel like there could be so many things wrong and I don't know where to start to find out.

P.S. If you need me to record what happens in game as well as my stats as it happens then i can.

The 2 games you are listing to have trouble with are online games. How good is your connection? Other devices connected to the router while playing? Using Wi-Fi or ethernet?

Saw the video, to me it looks like either a CPU bottleneck (unlikely with an i7 6700k) or random connectivity issues. Just in case it makes the problem better, try and squeeze the GPU as much as you can (set the settings to the maximum while aiming for your objective framerate) just to see if it helps (putting the bottleneck in the GPU helps aliviate a mild CPU bottleneck).

It looks like that PSU is awfully low for quite the rig you have going. I myself have a 600W, and even still thinking of getting a 750W. It could be that as your CPU and GPU usage goes up, your PSU could be struggling. I'm not an expert on PSU's, but as I said, even from my perspective, that's quite low.

I would blame your PSU. Its a no brand and no certificate $38 500W psu. That is why the problem only appear when you play games that demand more power.

I think seasonic 620W is on sale in the states. You should browse around to get good deal.
Look at below link to get a grip of what brand should you get.

Get at least tier 3 from that list according to your budget.

It still sits around 400w. Though, you are the third person who has told me that it is my PSU. So i think you all may be right. I have a corsair RM750x coming in tomorrow and hopefully that fixes the problem. Thank you for your input.

My internet is actually really good. However, I bought a cheap ethernet cable from walmart that is 20ft long because my setup is far away from my modem. The thing is, whenever the stutters happen I am monitoring my cpu and gpu and I can see the load percentage of both of them drop as soon as the stutters happen. Thanks for the advice. Hopefully I can figure it out. Feelsbadman lol

I am considering that it may be my internet though. I will buy a new more reliable ethernet cable, and I unplugged my other computer from the ethernet. My gf constantly streams korean dramas and I'm usually playing while she streams. I will see.

Oh, I thought of something. I went into my task manager and checked my disk space. With me just using a few tabs of chrome and cam, corsair, and evga apps my disk space was at 99%. Could disk space be affecting my performance? Do I need to upgrade to an ssd? And to be clear, I have over half of my hard drive space available to me. I'm just wondering if my hard drive is to slow for either my games or my gpu/cpu.

Usually people say that an SSD does not improve performance, as long as you have enough ram memory for the software to use it shouldn't make a difference.

But the 99% usage on the hard drive is weird, maybe some program is keeping your hard drive busy and it makes your pc underperform.

How long since you installed windows? Formatting or simply reinstalling windows with the tool that the same SO provides would get rid of any junk software that could be creating the issue here. I say it's worth the try.

Another thought... Are you running any capture software while playing? maybe your PC can't handle some games without stuttering while recording (even the fast replay from nvidia is always capping and that could also be troubeling you).

The disk usage has been solved. Some programs were starting up automatically that I needed to turn off. It only fills up when I game at certain points. I went and tested Division which is a game with a similar MO, meaning it is an online open world game and it runs perfectly on Ultra settings with absolutely no lag or stuttering. I've boiled it down to my cpu either bottle necking on that particular game, or the game just isn't optimized well and my parts aren't liking that. I visited the games forum and others are having the same issues with more powerful parts than mine. So I am okay with the fact that maybe my pc just can't run that game as well as it can others. Apparently bottle necking happens to most people because there is no such thing as a perfect system cohesion. It's something I'll have to deal with in this game. Thank you everyone for your help.
