question regarding i5-6600 and boost clock

i wanted to know a little more about boosting the i5-6600 with a stock cooler.
the i5-6600 runs at 3.3ghz and i can boost it to 3.9ghz, I only have a stock cooler, here is my build
I5-6600 (Non-K)
Gigabyte GTX 1070 windforce
MSI h110m
16GB DDR4 ram @ 2400mhz
EVGA G2 550w
MX300 SSD (275gb)
1TB barricuda HDD
Deepcool Tesseract case

my question is if it is safe to use the boost clock on the i5-6600 with a stock cooler if so how much? also can this cause long term dmg, if so would a aftermarket cooler like the hyper evo 212 or cheap liquid cooling help? (i assume liquid cooling is a waste of money with a non k processor, and when i say longterm dmg i mean can it decrease the lifespan of the processor, any help is appreciated, thanks.

so the way it works is it will run at 3.3 but if it caps out at 100% it will boost the speed as needed? therefore it wont really cause dmg with a stock cooler correct? and what should i put it to? is 3.9 fully safe or too much
