Brand new pc cpu running rly hot

My friend got a new pc and after one month of useg he said to me that his cpu is overheating on idle 60c and when playing league of legends ~80-90 so i told him to buy a new cpu cooler so he got a thermaltake contac 21 and his cpu teps where better but still not good idle ~50 and ~70 max 80 what can be the problem pls help cpu is a amd athlon x4 870k 8 gb ram and a rx 460 2 gb dual oc win10 64bit

50-60c isn't too hot for gaming. But on idle that's pretty damn high. Double check the thermal grease, make sure it's not too much, but it's spread out evenly over the entirety of the CPU (Should be no "puddles" and shouldn't see the CPU at all, just a thin layer") at least that's how i do it. Next, let us know what type of CPU cooler he has on his CPU. If it's a stock one, or a no name, i would recommend something more known like a cooler master, also, Direct Copper for even better heat distribution.

50-60 for gaming is good but he gets ~70+ with the new cooler before is was 90+ I put the new cpu cooler in his pc I used a pee sized thermal pound it is all over the cpu it had a stock amd cooler but I told him to buy a new thermaltake contac 21 with is good for that cpu he has

Maybe change the method of application of the thermal paste. I know AMD are heat generators, i've owned them all my life before i switched over. One thing that always helped in my case was to apply the thermal paste all over how i described it in my other comment. Sometimes pea sized doesn't work for certain processors, due to inadequate heat disputation.
