1. ram should be in 2 piece to enable dual channel
2. psu should be sufficient, you didn't mention what is your psu
3. what do you mean by low fps on high on low setting, because some people considering 60 fps as low (its true really). And what game are you playing. Game such as Deux machina really take a tool on GTX 1060. I installed it and uninstalled it since I am not interested with its gameplay.

Please describe as detail as possible about your problem so we can answer more clearly.

It is mostly on H1Z1 and other open world games.

Here is my PSU: EVGA 500W 80+ Bronze Certified ATX Power Supply
I usually experience these type of frames when playing open world games, especially on H1Z1. I also play CS:GO a lot and only seem to get about 60-90 on high settings, I would have thought it would be higher.

I know! I saw one thread where a person was getting 140fps was too low for their game. Ridiculous.

Something is severaly wrong if that build is getting less than 100 fps on CSGO. I don't fall below 200 without lots of smoke and shooting on max settings with a much worse computer.... I assume your monitor is plugged into your 1060 not you motherboard?

That is on max settings though, when I play on low settings i get around 250 - 300 fps while streaming. When I'm not streaming I get around 230-260
