Turn off V-sync and see what kind of framerates you are getting.

I meant to say this but pretty much NO game will always be 100% stable all the time, hell I've been playing Dark Souls on my PC with the limiter at 60, GPU usage at like 40-50% CPU 25-50% on 4 cores, it still drops a few fps every minute or so.

If it's legitimately stuttering you're going to see much larger drops than that. (Like 10-20 fps or more.)

But in any case try setting Nvidia CP settings to default. Usually those are good settings for 90% of games. Of you need to change settings for a specific game do it in the programs tab.

Other than that try lowering the refresh rate to 60.

Can you remember when the problems started? Did it happen after chamging something...

Do you happen to have a G-sync monitor?

I had the same issue.

You're supposed to turn off V-sync in all games and turn on G-sync and V-sync through the Nvidia control panel.

If that's not it my money is on it being another setting in NCP, or your drivers are wonky.

And just for future reference it would be good to list your FULL system specs including brands and models. Either like this:

Intel i7 6700K
Asus ROG Maximus VIII Formula
Corsair Dominator Platinum 3200MHz 16GB
Zotac AMP Extreme 1080 (some specific brands of cards have particular problems associated with them such as yours that are exclusive to that brand and model of card, EVGA FTW for example overheat a lot and some come with artifacts because of a bad overclock for example)
Samsung 960 Pro 1TB (instead of just 1TB SSD, some drives aren't reliable and can cause some issues probably not yours)
Samsung 850 Pro 512GB
Seasonic Prime 850W (instead of just 850W PSU, some just suck and don't deliver anywhere near that)
Windows 10 Home 64-bit
Acer Predator x34
Acer G257HU smidpx

Or what I like to do is use PCPartpicker.com and just paste the link in, or use the BB code.

Use DDU to uninstall all old drivers, then reinstall them manually either through the Nvidia site if the newest one is available from them (it's usually not, only available through GeForce Experience) or download GeForce experience (DDU uninstalls it too) and download the latest driver there and use the express installation.

I have to do this once every few months or so because Nvidia releases a new version every week or two it seems and it doesn't always install 100% correctly and something goes wonky in my system. In my case pretty much every time using DDU and reinstalling the drivers fixes it.

It's so easy to do I always do that first when I encounter an error just to rule that out.

90% of the time someone has a GPU problem that's the culprit.
