hdd Read Write Speed issue

I have wd my passport ultra 2 TB external hard disk purchased 6month back and recently used for transferring data. initially i partition to four drives and then started data transfering to one of drive what i found speed was around 35 - 40 MBps while actually it has to be 110MBps for both read write i tried both connecting usb3 cable given with pack connecting to usb 3 and usb 2 of laptop but no change i need solution or how i have new one in exchange as warranty period is still my mailid <removed by moderator>
 
Solution
The platters in a harddrive are alot like the old Vinyl record albums. When they spin the outter portion is moving under the needle much faster then the inner portion.

With harddrives this causes the inner portion to read and write much slower then the outer portion. I suspect you are writing to a partition that you created on that inner portion so you will never see 100+mb/s there.
