New build has heavy mouse lag under load

Hey lads, got a bit of an issue with my new build. I'll start with the specs, it should be a very capable system:

AMD R7 1800X @ 3.85GHz
AMD R9 390X @ 1145MHz
32GB DDR4 RAM (currently stuck at 2400MHz, awaiting update)
500GB NVMe SSD

When the system is stressed (I'm struggling to pinpoint which component in particular - nothing is at 100% according to process hacker at this time), for example when loading ARK: Survival Evolved or playing Battlefield 1, the mouse becomes unusably laggy. This seems to happen in odd spikes, but always when Ark is loading. It keeps moving in the last direction the mouse was moved very slowly and jumpily, while other processes stop responding. If I move the mouse, it starts moving faster in whatever direction, but still much more slowly than it should and in such a way it's impossible to click anything. Then, in a few seconds, it'll all go back to normal.

I thought at first it could be the CPU being stressed too much, but no cores are above 80% usage, this didn't happen on my significantly weaker old system and this can't be replicated using a CPU stress test.

Any ideas? I've run out, trying to aim in Battlefield with 2 seconds of input lag and horrible tracking is pretty difficult, being killed as a result is getting old.
 
motherboard´s bios up to date?

does it happen in singleplayer games as well?

run 3dmark timespy, after the benchmark click on compare result online and post the upcoming link

65°C are looking high as well, which cooling solution is installed? Maybe reinstall it with new thermal paste

MSI still haven't released any updates for this board, so still the default (X370 Gaming Pro Carbon). Takes ages to POST, hope this isn't related too or I'll probably swap it out.

Haven't played any single player games, only finished the build the other day. Those are the only two and both have the issue.

Downloading 3DMark TimeSpy now (http://www.guru3d.com/files-details/3dmark-download.html from here, assume this is correct? Found some stuff on steam too). It's like 3.7GB so it'll be a few minutes, I'll reply when done.

Just some cheap £20 cooler I got from Amazon. Might go for an AIO, planning to do this in 2 stages, mostly upgrading peripherals in a month or two. Planning to do that then.

Sorry for the slow reply. Yeah, fresh install of Windows.

Just installed Magician, says it's the latest firmware.

Just connected to an ARK server to cause the lag to pop up and checked Event Viewer. Nothing in the last hour except a warning apparently related to my DVD drive.

No change without. Yep, all from MSI's Live Update utility from their website. I haven't reset the BIOS manually (Ryzen master is a lot easier to OC with so I haven't touched the BIOS much). I can give it a shot, but I've had overclocking disabled there for a while as I'm not really using it apart from the quick test I gave it to see if it gave me any more headroom.
