GPU usage maxes and gives poor performance

From time to time the GPU will stay maxed at 100% usage and if I were to play a game or something it would be running at maybe 4fps.

As you can see in these screenshots nothing is overheating and it's getting less than 30fps just in the game menu. Restarting my PC usually fixes this problem until it comes back. 99% positive it has nothing to do with the CPU.

Specs: i7-5820k
32GB RAM
MSI GTX 980
corsair HX850i PSU

Just as a reference, though, may I know what games you are playing? Some have to do with the CPU and it would be good if you could monitor the usage of all your cores on your 5820k. I heard some recent drivers have been messing with some games, so if you installed some recently, uninstall that version of your drivers and try using an older version. Hope everything goes well!

I should say even when I am not playing a game the gpu is at 100% usage. I haven't tried older drivers but I have tried un-installing and re-installing the video drivers.

@Unolocogringo There was no F@H installed and I don't really think it's a mining virus but I did run malwarebytes anyway and got rid of a few things because it's been a while since I did. This did require a restart so no way to tell if that changed anything since as I said restarting fixes the problem until it comes back.

@SgtScream I think maybe you misread or don't understand something. The gpu is running at 100% even when there are no graphic intensive applications open, that is definitely not normal. Especially when you can tell the gpu isn't actually working that hard. The temps are low and the fan isn't spinning at all.
