What should I upgrade for more fps and higher settings?

CPU: 6400, 6500, 6600, 7400, 7500, 7600 - if going for 7xxx, make sure you upgrade BIOS before you sell your 6100. Of course, there is also 7700, but that's another story.
GPU: rx 480, gtx 1060, 1070 (1080 would be overkill)
My favorite choice would be 7500+1070 (7600 IMO is overpriced, but depends where you buy), or 7400+rx 480 for cheaper option. Can swap 7xxx for 6xxx if the latter is much cheaper.
For a budget option, you can buy 7500 or 7600 now, and swap GPU later when you get money, as 1050 ti is actually still quite respectable card.
I would call your system balanced. Because of that, if you upgrade one component, others may start to bottleneck. So the best option would be to upgrade both CPU and GPU at the same time to avoid that. Otherwise, you need to look at the games you play and check what limits you more, then start with swapping that component.
