Asus strix gtx 1080 always running at base clock, can go higher but not lower

Hi,
So my problem is that my GPU stucks at 1607 mhz after windows 10 startup and cannot go lower at IDLE, so the fans start up to maintain temp.
(I can overclock it, and did it in the msi afterburner with an agressive fan curve)

System: i5-6600k, 16gb ddr4 2400mhz, gtx 1080, asus z170 deluxe

As long as temperatures aren't a problem, this shouldn't be of any concern.

But in any case, try enabling all power saving options through Windows and NVIDIA Control Panel. If that doesn't fix anything, re-install your GeForce drivers, and then re-enable those power saving options. That should work.
