Recently I took apart everything from my PC for a good cleaning and then i put it back together afterwards. The LED's and fans still work including the heatsink. However, now the GPU ports don't work and also my USB ports. It still charges my phone though when i plug it in.

Solution
Since this started when you took it apart, go over the setup again and make sure everything is plugged in properly, cables, CPU, heatsink, motherboard is in the case properly with stand-offs, power plugs, reseat RAM.

This could be the culprit. Can you get your hands on a spare PSU to rule this out?

I do have another psu on my main PC. Does a psu really affect the gpu and usb port connection though?

Your computer is not POSTing, correct? Going on an endless loop of turning on and off without any display?

Could be due to a myriad of issues, but cheap unknown PSU is often the cause. Try the other power supply, your GPU/USB ports may begin to work as they may be drawing insufficient power right now. If not, we'll take it from there.

changed my PSU and still doesn't work. Could it be the motherboard?

It still continuously restarts when I take out the RAM. No beeping sound. I have tried resetting the cmos battery as well on the MB. I'm guessing its the issue with my MB. Is there a chance my cpu is damaged?
