I'm looking for a GPU that would go perfectly with a Pentium II 350MHz that would be period correct and also be able to play games of that time. Also needs to be relatively affordable.

Apart from 3dfx GPUs which are almost collectibles and necessary to run Voodoo-only games, the rest of what was around back then should be pretty cheap since there are very few reasons to stick with ancient GPUs to run DirectX and OpenGL games.

I believe OEMs were shipping cards like Nvidia's Riva 128. That's what my old Gateway 2000 system in 1997-98 came configured with. I messed with 3DFX's Voodoo 2 PCI cards as well Nvidia's Riva TNT card a little bit later.
The question is, do you have an AGP slot or just PCI? If you have an AGP slot, is it 1x/2x, 2x/4x, or 4x/8x? I was running an ATI Radeon 9200 AGP in my PIII-800 system.
not to poo poo on your idea but unless you currently have all the parts on hand it would probably be better to buy a really cheap PC and run Dosbox (or a really good PC and run virtual box with windows 98SE).
