There isn't a whole lot of info on the internet for me look at on which component I need to replace, just a few maybes. is there a for sure way for me to tell which comment I need to replace?

It's a Nintendo 2DS, The system powers on, emits sound, charges correctly, where wearing headphones i can hear the sound being played correctly, it appears that all buttons work as intended, when powered on a blue LED comes on next to the power button, and when I tap on the bottom screen I can hear clicks and it sounds like it is opening applications..

BUT when the device is powered on the screen lights up but is black with fragments and cracks under the touch panel like so -> http://imgur.com/a/IzmFB

I'm not stupid, its probably just the LCD but I just don't want to waste money and time and would lie a second or so opinion(s).

You will need to replace both screens with the flex cable in order to make sure it works, if worse comes to worse a new motherboard replacement.
I've had work done by this guy here, pretty affordable compared to nintendo's 110.00 if not under warranty stance.
It'll take him to 2 days to repair and 4 days to mail back, just remember you won't have your warranty if it is repaired by a non authorized repair men.

If I were you I'd just take it to a repair store and ask them what they think. These dudes will probably have experience with devices like that. To me it sounds like the LCD unit has just broken on it and a replacement would probably fix it, but it could be something as simple as a faulty connection to the screen itself. I know this probably isn't the answer you were looking for but take it to someone with experience and good luck
