How to know if a cooler is good for overclocking?

So I've bought this cooler for my i7-7700k:

Can I overclock with this cooler? If can, how much can I overclock?

I heard that i7-7700k is a pretty hot cpu but it reaches 70 C when gaming last time I tried with this cooler. While my i5-6600 used to reach max 65-68 C with stock cooler when gaming. So I'm wondering if it is a waste of money and I should've used my intel stock cooler from my i5-6600 if the results are similiar.

There's a reason Intel included a cooler with the i5-6600 but not with the i7-7700k.
That's because the 7700k just runs so much hotter.

A good way to determine the quality of a cooler is to look at its max tpd CPU support.
For your cooler that's 150W and should therefore be sufficient for a medium overclock. Keep in mind that this also depends on general airflow and that this is the maximum this cooler can handle so it will be running at high RPM
