If you plan on buying a new board, do away with that 2400S. Even a 4.8 GHz OC i5 2500K is showing its age/not getting 60 FPS in some games.

1. Keep your GTX 1060. Its plenty fast for 1080p
Enough said.

2. Get an i7 7700, since you dont OC, the K version will only run you more cost, and the i7 7700, 3.6-4.2 GHz, and will serve you well, is only a hair behind i7 7700 for framerates.
(i7 7700 has the 2nd best single threaded performance as of now, even 4.0 GHz OC Ryzen 1800X cannot beat it single thread at stock.)
You want single thread performance if gaming is your main requirement. And this comes with a stock cooler!

3. You need new RAM, just get some 16GB of DDR4, 2x8GB would be good for future upgradeability, your 8GB you have now is DDR3 and wont fit. DDR4 2133 is fine, get faster if it fits, till 3200.

4. Motherboard: B250 since you dont OC, its cheaper than Z270. And some B250 may be even cheaper if you get a Micro ATX with one GPU slot.

5. Power supply: Corsair RM 550W/ Seasonic Gold 550W is good enough.

(throw) or use as secondary PC
1. 8GB DDR3 RAM
2. i5 2500S+Board
Use for new PC
3. GTX 1060
Buy
i7 7700
B250
PSU.

I don't want good graphics or fps. I'm even good with running games at the lowest graphics with 30 fps. I just want to ask
if it will run. Also I think for a Motherboard I can buy:Asrock B75 PRO3-M 1155 LGA. And for PSU:GOLDEN FIELD ATX-550 POWERBOX BLACKNICKEL [550W] tell me if the pc will work.
