I'd say the GTX 1070 is your best bet, if you can't afford it then go for a RX 480 8GB, anything lower won't handle 1080p 60+ FPS for that long. I'd say the RX 480 would be pushing the boundaries but a GTX 1070 should do really well. Hope this helps, if you have any more questions ask :)
 
If your looking to keep a card 3+ years I wouldn't look at anything but a 1080ti if you can find one.

Lets look at a 970 that is about 2.5 years old. http://gpu.userbenchmark.com/Compare/Nvidia-GTX-970-vs-Nvidia-GTX-1080/2577vs3603 as you can see, on some games it dips below the 60FPS you want and on some just above.

Games are only getting more demanding and using more ram, if you have the coin now the get the best card out there and keep it for 3 years.

I picked up a 980 SC the first day they came out, was the best card on the market at the time, and its still going strong for me. Ive played the card game of getting a new card every year and it just doesn't pan out, now I wait about every 3 years to get a new card.

Will i get 60+fps now and in the future with the gtx 1060.And will it last long like like 3+ or even 2 yrs or will it perform like a integrated chipset card in the next 2+yrs.Also will i get severe screen tearing if i dont get a gsync monitor because it WAY expensive.Or should i just wait for vega
 
You should get 3 solid years out of that graphics card, playing on high graphical settings.
In regards to screen tearing I don't know what your monitor is, however there's a graphical setting called vsync that can help mitigate this.
So far right now that's the best performance you can get for under $300.
What graphics card are you currently using? That would depend on weather you can wait for vega/volta.

What about on ultra settings.I havent chosen a 1080p monitor yet any recommended one.And as i have said before im building(currently) a new pc from scratch
 

Yeah sure, it will definitely handle ultra now at 1080p. After three years, I can't guarantee that.
