First of all, I used to game on Very High settings but my CPU usage goes between 90% to 100% usage almost all the time during gameplay. I can play for about 2 hours but sometimes, it crashes. I get FPS drops especially when there is a lot of going on around. I turned down the settings to high and gameplay was better. Right now, I'm getting ~60fps. But, I am still getting high CPU usage, between low 70% to high 90%. The CPU usage isn't consistent.

The thing is, one of my friends is also playing Wildlands and he has the same CPU 6600k and his GPU is a 980ti. He only gets 50-60% CPU usage and plays High on 4k at about 45FPS. I mean his PC's performance looks better and his CPU usage is really good.
List anything you've done in attempt to diagnose or fix the problem.

I have already downloaded the latest NVidia update and the latest Wildlands patch from Uplay. I've verified the files under Uplay, too. But nothing changes. I also don't have any other apps or programs open during gameplay.

The lower your FPS is, the lower your CPU usage is gonna be if you have a decent CPU. Your usage doesn't surprise me and there's nothing particularly wrong with running at 90%+. You could just use ultra textures if you want and turn down some of the AA, shadows, ambient occlusion a tad so that you don't get quite as many frame drops. As for the crashing, are you 100% sure that your CPU OC is stable?
That doesn't sound like a "problem". If your friend is playing at a higher resolution, then their performance is going to be limited more by their graphics card. If their graphics card can only push out 45fps, then their CPU only has to perform its game-related operations 45 times per second as well, resulting in it not having to process as much. You're running the game with a similar level of graphics card at a much lower resolution, so you're getting higher framerates, and so your CPU needs to perform its operations more times per second as well.
