when i play ghost recon wildlands on my fx6100+gtx960, cpu usage is %70-99 but regardless on cpu usage,gpu usage is never exceeds %80 so why not %99, v-sync is off fps limit is off, i can get only ~45FPS max
Because your CPU cannot keep up, thats a bottleneck.

Yes most likely you are maxing out individual cores, so while you're only using 70% total of the CPU the specific cores are being taxed to their max and causing stutters.
That game is very demanding its not surprising a 6100 can't keep up,
but today i tried to benchmark on ghost recon wildlands and only while benchmarking my gpu usage is %99 so i get 50fps max, but why not ingame? due the poor optimization?

Benchmark load is likely different, I'm assuming CPU was pushed there as well. Also may be a different location in the game that gave you a few fps, 5 is very minor.
