I have a seasonic g series 650w and both 6+2 cables have an extra plug for SLI/CF, but there is an 8 pin power cable marked CPU (there is a hardwired CPU cable as well). Could I use the 8 pin CPU cable instead of on of the 6+2?
The CPU connector would not fit anyway, unless you forced it to the point of breaking. Plugs are different arrangement & shapes to prevent such mistakes.
Chances are those 4-pin are board fan headers. Here is another discussion on the subject.
They are different pin outs, and you could possibly fry your nice shiny GPU.
Whew... Chalk that up under "glad I asked". Ok... Next question: how do i connect the fans? They are each three pin plugs and go into am adapter that ends about 6 inches from the PSU. Do I remove them from the adapter and plug them into the mobo directly?

There should be headers on the motherboard where they can plug into. Look for some text on the MB that says Case Fan, Aux Fan, or something of the sort. You can plug into those.
The case is an S340. They both ran into a two pin molex addapter that fit the peripherals cable on the PSU nicely despite using two of the four pins. The fans are working, with speed control per the bios.
Build is up and running, but gtx 1070 didn't install. No optical drive, but should be able to get drivers online I imagine. Windows 10 is working otherwise...
