I'm kind of knew to the whole pc gaming community and I would like to buy an old refurbished PC to add my HD 6670 into for some light gaming. I found this one with a first gen i5 and windows 10 for $119.99 but I can't figure out if it has a pci-e slot for my graphics card or not. I would put the components into a new, mid tower case. I would also get a new power supply

Solution
Based on the specs for the Dell Optiplex 390 MT, it does have a PCI-Ex16 slot as well as 3 PCI-Ex1 slots.

I would note that the first PC you linked, could not easily be moved to a new PC case as it has a BTX motherboard form-factor. The expansion slots are on the opposite side of the rear I/O ports as normal ATX form-factor cases and motherboards.

Buying an older computer is a good way to get a deal, but look for a mini or mid tower configuration. The slim form factors, and the desktop style like this one, are very limiting. You might not be able to fit most cards in it, and probably won't be able to upgrade the low end power supply either. A normal width tower style case is likelier to allow the use of standard components.
