CPU gaming bottleneck

Ok so if I 2 systems that are completely identical, exepct one has an i5 7600k and the other has an i7 7700k, would both computers get the same fps in games? Lets say the gpu used is the GTX 1070 and we are playing GTA V, The Witcher 3, Far Cry 4, max settings 1440p.

in theory at the same GHZ the i7 should be quicker as it has 2mb extra cache.
if your going for max fps then the cpu will be a bottleneck on both systems.
if you limit your fps with gsync or vsync then neither system should bottleneck on the cpu unless the game is badly written.
