Choppy video in .mkv playback, games,etc but not breaking a sweat hardware wise?

Hopefully someone here can help as im sure this is just something small i am missing. System is an older one I built and usually just use it to watch movies/browse but figure I would pick up some older games like Darksiders 2 and it seems like its kind of choppy is the best way to describe it. I never installed drivers and thought maybe that was the case so updated everything via Gigabyte, newest AMD GPU drivers as well. I think I might have messed with it when trying to figure out a way to play 3d videos as I think its when the problem was noticed at least. Ive tried overclocking, defaults, nothing seem to make a difference and system moniters, as well as GPU moniters say its runnning cool and nothing even above 50% it seems.

Also lately I noticed when playing .mkv I get a horizontal line like tearing, sometimes 2/3s from top but sometimes 1/3 from the top.

i7-920
AMD r9 280
6g tri-channel OCZ Gold ddr3 1600mhz
Plextor 250g SSD
500g storage drive
Display is a Epson 5030ub on 135" @1080p

Im sorry, I probably didn't elaborate enough. The choppy playback is across everything from .mkv playback, playing games, even windows 7 can feel laggy which leads me to believe its either a hardware issue, driver issue or maybe compatability issue? Is there any software or programs that intensely test all these issues and could either tell me where problem lies or bottleneck is occurring?

I had never installed chipset drivers apparently so I thought it might be that, funny thing is when I ran the "windows experience index" BEFORE, it game me ratings of

Processor: 7.5
Memory: 7.5
Graphics: 7.9
Gaming Graphics: 7.9
Primary Hard Disk: 7.4

I then installed the chipset drivers and updated BIOS to latest as well, installed USB 3.0 drivers, LAN, EasyTune also changed SSD from ide to AHCI but it then gave me WORSE reading afterword??

Also ever since I got this MB off of ebay since they no longer make x58 boards, it starts to boot 3 times before finally starting windows. Ive googled this problem and doesn't seem to be any clear cut answer or cause. I saw a forum discussion about it where 2 people were able to fix it in this bios by disabling some kind of usb bootable setting but it did not fix it for me.
