My HD7870 spikes to 1010mhz gpu and 1210mhz memory and then flatlines at 300mhz gpu and 150mhz memory. This is while running Folding@Home. I initially thought it might be a psu problem, but I used a second psu to drive it and it still remains at a low speed. ULPS is off.
Current system:
i7-3930k 4.0 GHz
GTX 970 1541MHz GPU 3004MHz Memory
Super Flower Leadex Gold 750w
Delta Electronics 80+ Bronze 500w for HD 7870.
