My Graphics Card Runs Very Hot While Idle Except When Afterburner is Running

I have an R9 290X XFX card. When I start my computer it idles up to around 60C and the fan ramps to 50%. It started doing this about a week or so ago. But when I start MSI Afterburner it cools down to about 45C and the fan speed goes down to 20%. Thanks for any help.

Go through all of your settings to make sure you haven't enabled anything that will keep the GPU at a higher clock speed. If you haven't fixed it just by altering settings, uninstall/reinstall the driver, MSI Afterburner, and program(s) like GeForce Experience. Should help out. Let us know if this does/doesn't work.

I installed the newest drivers and it still gets hot while idling on the desktop.

This might sound dumb, but are you certain that both temps you're getting from what ever program you're using and MSI Afterburner are both in 'C?

Yes I'm sure, besides my house is warmer than 60 F.

What program is giving you the readings besides MSI Afterburner? It might just be how the program runs or is reading. Otherwise, you could have an application or program that starts up with the PC that could be, for some reason, using your GPU to initiate. Try to do a clean start up, which means disabling all of your apps and programs from starting on boot up of the PC. Assuming you are using Windows, you can open up the Task Manager via Ctrl+Alt+Delete or Ctrl+Shift+ESC depending on your Windows version. Once in, click on the tab that says "Startup" and disable all applications in that tab. Then reboot and see if your GPU does the same thing.
