Win7 Claims No Permission When I have Permission

Using Win7 Home Premium, suddenly Windows Photo Viewer cannot open any of my pictures, claims it doesn't have permission. In addition, Microsoft Office claims it cannot save to any location, and sometimes that I am out of memory (I am not out of memory). This ONLY happens on one particular user account, the other user accounts work fine.

-----> I have already gone into the Permissions AND Ownership windows (Security Tab) of my files and folders as the user with the error, and they all claim I am the owner and I have permissions. The Allow column is all checked, although it is *Grayed-out* in every window. Not sure why it is grayed.

----> I can open the pictures in other programs, such as Paint, just not Windows Photo Viewer, and also NOT in Windows Office Picture Manager.

---> Again, all Office programs are essentially useless as they cannot save without permission.

What can be done?

Are these files stored in the user account folder of the user? No-one else uses this computer that could have messed around with settings?

Simplest thing would be to create a new user, copy the files into that account and delete the user account with the issue.
