After booting PC, it runs with a louder fan without actually loading.

I've had this problem for a long time now and recently I've been getting fed up with it. So basically from time to time, my PC doesn't boot properly when I would turn it on. First of all, my monitor stays blank as if there's no display connected. The main sign would be my mouse not powering up properly. When this predicament occurs, my mouse lights up white instead of its usual green (which indicates that my PC booted successfully). The other sign would be when for some reason a fan(s) would spin louder than usual.

After I leave the computer in this psuedo-working state, I cut off the power and reboot it. Almost always it starts working perfectly after that. This would happen consecutively every morning I boot it until it stops suddenly and is okay for a while.

What could be the issue? I've been thinking it might be related to when I accidentally kick my table, shaking my whole PC (last night after turning it off I've kicked it). This morning it wouldn't work even after I've opened the case and put the plugs and components in and out in case they got loose.

Now my PC won't boot at all no matter how long wait. I tried reseating my RAM and video card but nothing.

Also after careful listening, I believe the fan being really loud is my video card.
