PC low FPS "Good" gaming PC! (GTX 970 + i5 4690k OC to 4.5ghz) HELP

So to start off lets start with my specs:

Motherboard - Gigabyte ga-z97p-d3
CPU - Intel i5-4690k (Overclocked to 4.5GHz!) Temps all fine when running stress tests. Don't go no higher than 70!
GPU - Asus GTX 970 OC
HDD - WD 1tb (blue)
Bootdrive(SSD) - 120gb Kingston
8gb DDR3 RAM

I built this a while back and upgraded some things on the way (Cooler, hdd and ssd) Its always been some what slower than i assumed it should be and after looking about on reviews on the exact same PC without the overclock i noticed my Frames are no where near what they're showing and i even run the games with lowers settings that the videos! All my drivers are up to date and the PC is very often cleaned using compressed air and HDD defragged to make sure its running as best as i can get it.

Games i play that i think I'm not getting the best FPS on

GTA V - I get around 50-60fps during the first hour of playing. Then after that i drops to 40-50, its very noticable and has fps drops some times down to 20fps just when driving around. Looking at videos with the same spec, it runs silky smooth without a issue :(

Just Cause 3 - Game runs at 60fps for about 10mins, then after fps goes to 30-40 sometimes reaching 50. But never any higher, once again. videos show solid 60 constantly.

The Sims 4 - Runs smooth most of the time, but every so often for about 5mins straight my frames will half to 30 and its very irritating!

Rust - I understand this game is not as well optimized as the other games, however this game use to run very good on highest settings, I've recently built my brother a PC with almost identical components, just with an i7 3770 rather than my i5 4690k. He runs it a lot smoother than mine on the same settings getting around 60-80fps. And I'm sitting on 40-60fps.


I've been looking for a fix on multiple forums for weeks now and never seen anything. Thanks very much for reading and every reply helps.

id get faster ram and a better PSU. ideally 1866mhz or above. and a gold plus PSU. i really dont trust that £20 power supply.

also GTA 5 is known for having slow downs in the grassy areas. and the GTX 970 has 3.5GB of VRAM. any more of that then you will experience stutters and FPS Drops. also just cause 3 uses more than 3.5GB of VRAM. so thats why you are dropping in frames.

Yes i forgot to mention, i run the grass detail and shadows on low to reduce the lag when in feilds, but even just driving around in the city i get terrible frame issues.

I installed Furmark and well, went up to 85C!

yeah but even though the settings for grass is set to normal it will still drop significantly in FPS. maybe not as much. but still quite alot. its just GTA 5, even though its a triple a title game it does have some performance issues. its just the engine it runs. and what you are describing sounds like its definitely the GTX 970's VRAM Issue. unfortunately there is no fix for it. some 970's handle the VRAM better than others. also 85C is fine. just make sure not to go above 90C.

i'm aware of it being enough power. i'm just curious to what sort of power supply it is. maybe the power supply is low quality and unable to consistently deliver power 24/7. this does happen if you buy cheap power supplies. its a common problem with the voltage rails not being able to stay consistent enough to maintain stable power delivery.

My brother has an identical card too mine and his GTA runs fine and I'm sure 4gb VRAM is fine? Not to mention the issue isnt only with GTA. Its other games. And as for the videos I've seen with the same specs. How comes they're able to run it and record it in higher settings that i have and get smoother fps?

4GB of VRAM is fine, but the GTX 970 doesn't have 4GB of VRAM. only 3.5GB. hence why you are experincing these issues. if i were you, download MSI Afterburner and check your VRAM Usage. if you see it go above 3500MB and you get stutter then turn your settings down so you can stay below that.

also its defo not your CPU. i have a EVGA SC+ GTX 980Ti with a i5 4690K and im able to run battlefield 1 maxed out @ 1080p and not get a single bottleneck. i dont even drop below 90 FPS in heavy area's and maps that tank in performance. and thats without overclocking.

1333Mhz and the power supply is a CiT 550W Black Edition PSU

I've reinstalled windows and that didnt help. I'll give the clean installing a go.

Fresh install of drivers and still not working. I think it may be the ram now that you mentioned it. As I've had this ram for a good 3 years at least. Imma try and find the money and get 16gb with 1866Mhz. Thank you. If that don't work, atleast it will be the cheapest part of the pc to upgrade last (PSU). Thanks for your help :)
