Computer Front/Back I/O ports won't work, wont POST

So we had a few issues building this computer, it seemed to keep shorting from one of the PSU cables but we got that figured out. The computer turns on, the motherboard lights up orange so I know that is working. The CPU fan also spins but the ports won't work or send video signal. I honestly think we missed the RAM not being compatable which may be the problem but I was trying to get someone who may be more knowledgeable to tell me because PC Part Pickers doesn't seem to think it's the problem. The RAM is DDR4-2400 and the MB says DDR4-2133. I do also see that a MB might need an update to support Kaby Lake CPUs but I am not sure how to get that if it won't POST.

I have tried each RAM stick alone in each slot, as troubleshooting so far. All the fans spin and the MB lights up just hoping that someone could tell me how to check CPU/MB without benching since we don't have another computer to test with. Or if the RAM is the issue and we just missed it, and we could return it for a different set.

Solution
Most probably a BIOS issue. If possible, try returning the board and getting a B250 one. If not, try at a local pc repair shop for updating the board's BIOS.

Thank you for your response, I think that may be it, for awhile the mobo was shorting out. (I am assuming the IO plate was somehow touching metal to metal) do you think that may have ruin the board as well as the BIOS not setup? I think refunding the mobo and getting a B250 would fix both of those possible issues.

Today we breadboarded the components, with just the psu the speaker gave 5 long beeps, which is good, I think. Then no matter what components we add it no longer beeps, it turns on and runs fans but we get no beeps. So that doesn't help us since it could be anything. I doubt it is all broken so I think it is the Mobo somehow.

You have any recommendations on a micro atx board that supports DDR4-2400 and B250 bios?

Thought you might want to know, that's 100 percent what it was. Returned that MOBO for a B250 and it worked first try, I was confused on the newer motherboards it doesn't beep once for successful POST so the fact it wasn't beeping lead me to believe it was broken hardware. But in reality I just didn't pay attention to the Chipset not supporting 7th gen.

I'll get the hang of this eventually ;)
