I have a constant network error message but can't seem to fix it

"Windows has detected an IP address conflict". I have tried going on cmd to renew my ip address but that hasn't worked, I tried restarting the router however the message keeps popping up 2 minutes after I close it. Anything I can do? I'm not sure if this matters but the wifi I'm using is through a wifi boost extension as I don't get good signal in my room without it.

Try going into the router config (Write the IP of the router into chrome and login. Passwords:http://192-168-1-1ip.mobi/default-router-passwords-list/)
And resetting the entire router. Sometimes there is also a little buttonsomewhere that you can only access with a thin screwdriver.
Also try flushing your dns by going into the AdminCMD (Start > All Programs > Accessories > Command Prompt > Run as Admin) and type in

ipconfig /flushdns

This will reset where you are on the internet, and once you can connect, your DNS will place you where you belong.

I recently upgraded to fibre broadband, so they sent me a new router (TalkTalk HG633 Super Router). The wifi extender is called Netgear EX6100 AC750, it has worked on both my old internet and new fibre one. Also, I'm using the TL-WN823N Wireless Network adapter to get wifi on my pc. I'm also using windows 7,

Those devices shouldn't cause your problem. I think you will have to determine WHAT IP address you have. Then log-into the router and see what other device has it. It could be a problem with the DHCP range of the TalkTalk router being too broad. Is your PC setup for static or DHCP address?

I checked ipconfig /all (I believe that's the right way to check) and it says DHCP is enabled so I think I'm on DHCP. So when I find out which device has the same ip address what do I do?
